I propose there be created another branch of government, which hires scientists and statisticians, and which holds a forum, online and publicly, where people can vote directly, and which will serve as a form of direct democracy not seen since ancient Greece.
I mentioned this to Cezary, and he‘s done a great thing here, with Egora. I want the government to recognize Egora and provide resources to get scientific professionals, statisticians, every bit of information we can get to make decisions on more of these, the unconventional, highly original and all-too-commonly ignored ideas.
Costs to the government are minimal and only involve the creation of a website, site maintenance, and paying temporary scholars. Ideas, or petitions, that receive a vote of 2/3 in the forum will result in the introduction of an authored bill to the House of Congress. The Forum would be a nationwide participatory event, with an open voting period of about 3 months. Statewide analogues could prove effective and very useful.
Voting would be on a sliding scale from 0-100%, with the ability to pick one’s measured position to the second decimal place. Getting the exact, right, desired position would enable the harnessing of an effect called, “The Wisdom of Crowds.” In statistics, this says that a large number of people can achieve an accurate measure of something through the average of their collective guessing. So, the Forum will be like a litmus for the combined perspectives of people across the country. And, not only that, it will be an accurate measure of the truth of the idea, its needs for improvement, or its overwhelming prescience. Alas, the results of the vote are not a true, direct vote. Meaning, the vote will not immediately be enacted and enforced. A vote of 2/3 or more will result in the introduction of congressional legislation. Otherwise, votes primarily serve the purpose of political information, primarily, as a sort of mouthpiece or pulpit for the public: a vox populi.
Like Egora, it should be accessible for PEOPLE to introduce their ideas for legislation, not politicians. Legislators will work with us, however, when introducing a bill penned by the Forum, up to four times per year, the amount of times per year the Forum is held. Again, an idea receiving 2/3+ of the vote gets introduced into the House. If the bill gets voted down in the Senate, the Forum can veto with a vote of ~89%.
Also, the potential exists to rent out sports stadiums for Forum events. There will be the introduction of an idea, presentations by scientists, statisticians, political scientists, economists and philosophers. No pundits, political commentators, or others uninitiated to the scientific method and logical communication (Don’t play dumb; you know who they are) will be given stage time. And there isn’t a debate — only presentations. At the end of this public event, which could even MAKE money, a vote will be held, using the exact, scaled voting system previously described.
