Section 1.    
Planet Earth belongs to all of its inhabitants equally. The only natural sense of land ownership beyond that is owning only the land that you are currently using, which is the land on which you are currently standing or sitting.    
     However, for the sake of increasing productivity and raising our collective quality of life, certain factions, such as hominids, can enter into limited and superficial agreements of land ownership, such as for farming or building dwellings. It is assumed that all those who are capable of understanding such agreements and share our value of a higher standard of living are bound by them. Those who do not share our value of a higher standard of living, they may forfeit the benefits of civilization to forage their portion of land.

Section 2.
Fundamentally, all people should be able to migrate around the planet freely. However, societies do have the right to regulate immigration in order to maintain the stability of local markets, worker capital, and the fairness of land distribution among societies. No country has the right to ever completely restrict immigration. No country has the right to restrict emigration in any way other than orderly border control.

Section 3.
Division of power being the most basic safeguard against abuse of power, countries and their subdivisions must have appropriate leeway in self-rule, relative to their size and diversity of peoples. International law shall only contain the most grievous of crimes and the greatest violations of people’s quality of life. But to maintain a division of power, international law can be legitimately enforced by at most only a ‘coalition of the willing’.

Section 4.
In order to incentivize countries to strive towards providing their people with the highest quality of life, countries shall compete over people the way that businesses compete over market-share. Thus, countries shall enter into a global ‘territory reallocation treaty’––which will be adjudicated by a body like the United Nations—such that if significant numbers of people are migrating from one country to another and exchanging the citizenship of their former country for citizenship of the new country, the country from which people are emigrating will lose a proportionate amount of land to the country to which people are immigrating. These lost or gained portions of land shall be traded among nations to minimize exclaves and enclaves.

Section 5.
The world in which we currently live is the product of societies warring, conquering, and colonizing one another for millennia. As such, there are thousands of nations and ethnic groups that are under the domination and rule of other groups, pressed into societies to which they do not wish to belong.
     To correct for this injustice, we must recognize that all nations of people are entitled to self-determination and sovereignty over their own lands, regardless of their oppressor’s overwhelming size. Therefore, we must allow for secession from our modern empire-states the lands of the members of any nation numbering at least 4,600 people for their own self-rule.
     The amount and location of seceding lands shall be settled by a country-wide census of all citizens every 20-25 years to determine the proportions of all respondents, especially their national preference and their residence. The lands to be released will have borders negotiated by the parties involved. If the secession becomes fulfilled, the people who expressed preference for the parting nation will lose the citizenship of the departed nation.
     To ensure that the results of the census are not manipulated through infiltration by a hostile nation, the seceding nation and their territory will forever be bound by the ‘territory reallocation treaty’, and they will not be allowed to unite with any country or nation that is not also party to the ‘territory reallocation treaty’.

Section 6.
To honor the fact that some people do not want to live in a modern civilization and would prefer to live a primitive way of life, best classified as the “stone age” (before mining of metals, minerals, and fossil fuels on a substantial scale), each country shall maintain a portion of their land proportional to their total population as “The Wild”. The laws of the country in which The Wild is located will not apply in The Wild, and the way of life will be maintained solely through the cultures of the resident tribes and the internal rules of any expeditions that dare to venture into The Wild.
     The Wild will forever be preserved by the military of the country in which it is located from industrialization and modernization by the prevention of any sub-surface mining for metals, minerals, and fossil fuels and by the demolition of any discovered modern infrastructure, such as multistory free-standing buildings, roads, sub-surface sewers, electric power lines, factories, water ports, and air ports. However, the inhabitants of The Wild will always be free to wage war against the military (i.e. against the preservation of The Wild)––meaning that they will not be exterminated nor subjugated upon their defeat—if the irony of fate should ever direct them to become modern like the rest of us.
