Let's say the number of criminals is the same number as the number of all inmates in the US, approx. 1.28 million (they have accumulated over the years so the criminals roaming free might be even less than that). The police budget is 250 billion, divided by 1.28 mil is about $195,000 per criminal. Pretty good amount.
