Budget, given by the government to improve the institutions from the outside, that anyone can have access to. Like a business plan for improving society.  People can donate to it as well if they want. Or maybe a new agency should be created - an agency of improvements whose sole job is to improve and restructure the other agencies. Yes, kinda like dept. of government efficiency but not one that focuses not on cutting funds and saving money from current budgets , but on planning complete restructuring of every institution. Because currently many institutions are very inefficient , but the goal is not to defund them from addressing certain issues someone doesn't want resolved,  but replace them with better ones that actually promises significantly better results. This department has to be separate because many times the institutions don't want to improve because once they solve the problem , these institutions' employees will be out of a job. Laos the more inefficient an institution is , the more work it has , the more people it employs, which not just leads to bloating but also is often a signal that the institution needs a complete make-over.
